Sales of SUVs declined across the board in 2006 due to increased environmental concerns among consumers combined with major gas price fluctuations. Legislators this week have greeted with mixed surprise and elation Ted Kennedy’s latest proposal which would limit the amount of miles driven by the average driver to 5000 miles per year.
